Three categories of Members

Association members are all active members.
The status of Association member applies to companies in the business of studying, or manufacturing, or repairing, or marketing, or engineering the development of equipment, materials, systems or assemblies intended for use in guided land-transport systems..

Active Members

Most of these companies were originally affiliated to one of the following federations:

  • Federation of Railway Tractive Stock Manufacturers,
  • Federation of Railway Transport Equipment Manufacturers,
  • Federation of Railway Equipment Manufacturers,
  • Federation of Railway Rolling Stock Repairers
  • Federation of Manufacturers of Internal Combustion Engines,
  • Federation of Railway Electrical Signalling Industries,
  • Federation of Railway Turnout and Track-Equipment Manufacturers (Sycafer),
  • Federation of Railway Integrators.

The admission to Association membership obligatorily covers all activities conducted by the company and falling within the field of expertise of the Association, regardless of the legal status of the industrial structures underpinning these activities.

Member companies must:

  • be French according to the terms of existing or future laws and covenants;
  • uninterruptedly conduct the activity or activities on the basis of which they apply for admission;
  • never have been the subject of any dishonourable penal condemnation, nor have been forced into compulsory liquidation or put in receivership, nor be in a state of suspension from legal proceedings.

Applications for admission shall be examined, and admission pronounced, as the case may be, by the Board of Directors subject to ratification by the next General Assembly.

Associate Members

In the interest of its members and under certain conditions, the Association may, as an exception, confer upon a person or institution associate-member or correspondent-member status as defined herein under:
Associate status shall apply to companies which conduct an activity in the railway field but do not meet all the criteria stipulated in Article 5 below.
Associate members shall be linked to the Association through an affiliation agreement which, on a case-by-case basis, shall define procedures governing their participation in its workings, to the exclusion of any election right or eligibility right at the Board of Directors, and to any right to vote at Extraordinary General Assemblies.

Correspondent Members

Correspondent status shall apply to companies, associations or bodies which, because of their studies and activities, have interests in common with railway industries without, however, conducting any activity as such on behalf of the latter.
Correspondents shall not participate in the workings of the Association except in a consulting capacity or on an ad-hoc collaborative basis.

Admission and affiliation

Companies shall present their requests for admission as member or for affiliation as associate or correspondent to the Board of Directors.
Requests for admission as a member must be submitted by two members of the grouping which the applicant company aspires to join, accompanied by the latter’s statement of compliance with the statutes and with the regulation mentioned in Article 17 hereinafter. The Board of Directors shall then rule on the application pursuant to the procedure set out in the Internal Regulations. It may approve the request, defer it, or reject it without having to justify its decision. The decision itself must be ratified by the General Assembly.
Affiliation requests for associate membership do not require to be submitted by two members of the Grouping which the company aspires to join.
The decision by the Board of Directors shall define the framework of the activities on the strength of which the applicant company is admitted, as well as the procedures governing its participation in the workings of the Association. The decision by the Board of Directors to accept the affiliation request shall be ratified by the General Assembly.
Companies which, at the date of enforcement of the present statutes, were active members of the Federations listed in Article 5 above are ipso-facto members of the French Railway Industries Association in its new format. In order to ensure the consolidation, efficient working and representativeness of the Association, these companies shall affirm their resolve to maintain their membership of the latter, unless otherwise justified by special circumstances.

Démission - Radiation

Any member or affiliate member can leave the Association by tendering its resignation to the Board of Directors.
The Board of Directors can decide on the exclusion of any member or affiliate member which fails to comply with the conditions of admission.
Subject to an appeal lodged with the General Assembly, the Board may pronounce the exclusion of a member or affiliate member for serious breach of the Statutes or of the Internal Regulations particularly as regards the payment of membership fees, or if the member concerned - through its actions - were to cause material or moral prejudice to the Association, or if it were to refuse compliance with the latter’s decision.
The Board is not bound to justify its exclusion decision, but no such decision may be made unless the ember concerned has first been invited to regularize its position or to submit all relevant explanations to the Board. Exclusion decisions, except when motivated by a refusal to pay membership fees, may only be made if two-thirds of the Board Members are present, and solely on condition a majority of three-quarters of members present vote for exclusion.
